11月5日~11日，由美国迈阿密市政府专员Jerry Libbin率领的代表团在上海进行为期7天的访问。此行旨在增进上海和迈阿密两座城市在文化和旅游业方面的联系，加强进一步的交流与合作。期间，代表团专程拜访了著名摄影家尔冬强先生，针对上海与迈阿密两座城市Art Deco建筑的保护问题进行座谈。
尔冬强拍摄与研究上海和迈阿密两座城市装饰艺术风格的建筑前后跨度15年，两地作品曾在今年1月迈阿密举办的国际装饰艺术节上展出，美国《时代周刊》曾对此作了专题报道，引起海内外的广泛关注。同时，在迈阿密市政府和摄影家尔冬强的努力下，题名为《上海•迈阿密装饰艺术》的大型画册也已编辑完成，不久将正式出版。它将向世界展示上海和迈阿密两个城市Art Deco建筑的丰富遗存和绝代风华，通过一系列有视觉冲击力的画面唤醒人们进一步重视城市建筑文化遗产的保护。
著名摄影家尔冬强告诉记者，上海有着丰沛的Art Deco风格的物质遗存，涵盖建筑、生活器物、装帧设计等生活的各个方面，作为摩登艺术的装饰风格曾对上海人的精神塑造产生了深远的影响。尔冬强再次通过媒体呼吁: 创办上海Art Deco博物馆和申办世界Art Deco大会。如果上海Art Deco博物馆能在世博会期间推出，将吸引来自全球羡慕的目光，这对于延续海派历史文脉，建构上海人现代性的精神景观，必将起到重要的作用。
From November 5-11, the Commissioner of the City of Miami Beach, Jerry Libbin, and his delegation made a seven-day visit to Shanghai, seeking to build a closer relationship between the cultural and tourist sectors of the two cities. During its stay, the delegation paid a special visit to Mr. Deke Erh to discuss with him the preservation and presentation of the Art Deco buildings of these two cities to a wider world.
Deke Erh has spent over 15 years on the research and photography of the Art Deco buildings of both cities. He launched his photography exhibition at the Miami Beach Art Deco Festival this past January, and an article on this inernational festival in Time magazine has garnered worldwide attention. Deke and the Miami Beach government have pooled their efforts to present a new book, Art Deco in Shanghai and Miami Beach, a volume that will soon be published in Shanghai. The book will showcase in its stunning photos the rich Art Deco heritage of both cities in an effort to raise public awareness in China of the value of the preservation of its historic architecture for future generations.
Shanghai boasts a rich heritage of Art Deco, ranging from architecture, art, appliances to graphic designs, says Mr. Erh. A modern school of art that first came to China in the 1920-30's, Art Deco has exerted a far-reaching impact on the life of the Shanghainese. The photographer pleaded through the media for an Art Deco museum to be established in Shanghai and that a bid be made to host an international Art Deco conference. If an Art Deco museum can be opened during the Shanghai World Expo 2010, it will not only help preserve the city’s historic relics but also inspire an advanced cultural understanding among its citizens.

世界Art Deco大会背景
迈阿密设计保护联合会（MDPL）的创始人Barbara Baer Capitman于1989年提出世界Art Deco大会的概念。Barbara逝世于1990年。MDPL在1991年度的Art Deco周末庆典期间召开了第一届世界Art Deco大会，地点设在迈阿密海滩。世界大会的反响非常热烈，因此MDPL决定将它确定为一个双年的活动，并授予国际Art Deco联合会投票决定以后活动地点的权利。
国际Art Deco联合会制定了举办原则，即在美国和世界上其他国家之间轮流组织会议。历届大会：
